Funders Technical Advisor in OFGEMs Offshore Transmission Owner (OFTO) License for Tender Round 5 (TR5).

TR5 consists of five tender exercises for five generator build
Qualifying Projects: Dudgeon, Rampion, Race Bank, Galloper
and Walney Extension. For each qualifying project Sweco is
providing Enhanced Pre-Qualification, Invitation to Tender
and Preferred Bidder stage Technical Advisory support,
producing a due diligence report on all transmission assets.


The due diligence report covers:

• Design and technology for all of the transmission assets
• Installation, construction and commissioning
• Operations and maintenance – availability assumptions,
cost assumptions and contractual arrangements
• Environmental and social impact – developer and
operator compliance with consents and legislation
• Quality and safety management – review of the
developer’s quality management system (design, safety,
reporting, inspection and testing and non-conformities
and remedial actions
• Commercial and regulatory issues
• SPA and interface agreements – technical
completeness of scope of assets transferring,
allocation of technical risk, warranty provisions,
O&M interfaces, SHE plans
• Regulatory - support in submissions to the Authority
• Permits and consents
• Financial model assumptions
• Insurance – assist with provision of data for
estimate maximum loss study and to provide
technical input for the placement of insurance
• OTSDUW completion report (previously TOCA) – help
the OFTO develop the technical schedules
• Performance criteria – system ratings, availability,
compliance with STC, review of derogations if
• Decommissioning
• Bankability
• Risk matrix
