Our Development Infrastructure team specialises in civil engineering, supporting clients across all stages of a project – from initial concept through to delivery and support on site – turning development visions into reality.
Sweco’s Development Infrastructure team has earnt an excellent reputation in the delivery of all civil engineering services. Our team consists of 10 driven people with over 120 years’ experience in the industry who are all instrumental in the delivery of our services. We work across a broad range of development and infrastructure sectors, including residential, water, energy, commercial, logistics and urban realm.
By combining technical expertise with a practical understanding of planning and construction, we help our clients de-risk projects, add value through intelligent design and deliver sustainable infrastructure solutions that perform well long-term. Our focus is on building strong relationships and working collaboratively with our clients to achieve their project goals, so that our clients become long-term trusted partners.
Our core development infrastructure civils expertise
With specialists across all areas of civils, we support clients across complex environments from residential, energy, commercial and public realm, applying long‑trusted technical expertise in delivery. We have worked with an extensive list of clients from all sectors and locations and are looking to extend our services outreach.
Ground, Land & Site Engineering
We unlock the development potential by reviewing ground investigation, levels and constraints that shape a site. From early feasibility through to detailed design, de-risk sites, optimise earthworks and create efficient buildable platforms for development.
Site appraisal, feasibility and constraints plans
Ground investigation report reviews
Earthworks, cut/fill optimisation and levels strategies
Water, Drainage & Flood Resilience
We help clients manage water as a resource and a risk, delivering compliant, sustainable drainage solutions and robust flood risk strategies. Our work supports planning approvals, protects assets and communities and builds resilience.
Surface water, foul and combined drainage systems
Sustainable Drainage Systems (SuDS) and blue‑green infrastructure
Flood risk assessment and mitigation (fluvial, tidal, surface water)
Drainage strategy
Hydraulic modelling and exceedance routing
Culverts, channels, outfalls and hydraulic structures
Climate resilience, flood adaptation and drought mitigation
S104 and S102 agreements
Access & Movement Infrastructure
We design safe, efficient and adoptable infrastructure, support placemaking and satisfy highways authorities to ensure a smooth adoption process. We understand the requirements sought from highways authorities, particularly the importance of intertwining active travel and SuDS into constrained proposals.
Highways and local road design from feasibility through to construction
We plan, coordinate and design utility infrastructure to ensure developments are deliverable, serviceable and future-ready. By managing interfaces and constraints early, we reduce risk, avoid clashes and support efficient construction.
Below‑ground services coordination and clash avoidance
Utilities diversion, protection and connection strategies
Cable corridors, ducting and trenching design
Delivery, Buildability & Lifecycle Performance
We bring a delivery mindset to design, ensuring that civil engineering solutions are practical to build, safe to construct and value engineered. Our involvement from concept to handover helps control cost, risk and programme.
Constructability reviews and value engineering
As-built condition assessments
Whole‑life performance and maintainability planning
Drainage assessments for planning and technical approvals
Abnormal costs
Road safety audit
Quality audit
Contractor procurement/bills of quantity

Sustainable development infrastructure
The delivery of sustainable development is one of the key challenges for the 21st Century. Sweco’s engineers play an important role in key sustainability aspects such as SUDS and optimising use of site materials to reduce the need for importation and off-site disposal.
Our transport planning team, who balance the need for vehicular access with national and local policy requirements to limit parking and promote non car ‘active travel’ modes (public transport, cycling and walking), act as an integral part of a comprehensive Access Strategy.
Together with our clients and the collective knowledge of our engineers, consultants and other specialists, we co-create solutions to address urbanisation, capture the power of digitalisation, and make our societies more sustainable. With international multi-disciplinary teams, we can call on the right insight and technical capability at the right time from across Buildings, Infrastructure, Advisory & Planning and Compliance.
